full confidence in the drivers to apply training
if anything goes wrong we provided training, the driver must have failed to apply it, therefore service not at fault or responsible?

At current we aren't.

There are people that if hearsay be believed have never sat a driving assessment - I don't know how true that is. My service has started a programme for an assessment for every driver every 5 years but as of yet I don't know what form thats going to take. Again I have no experience of it but it is in place that if you have a blame worthy accident (more than just swapping paint) then you are taken off driving duties until you have had an assessment. (unless you have pips on your shoulder it seems)

I heard a rumour about some form of legislation relating to this.... not sure how true it is, though. Police & Fire have refresher training and assessments every three years I think.

We seem to have a very random system with each of the divisions acting differently .... but pips & crowns definitely count if you have a bang ( carpet, lift, sweep.. ).
